A water treatment apparatus and a power generator using the same are provided to reduce the size of the water treatment apparatus and cool a large quantity of water to be treated. A vortex flow(50), which is mixed with water to be treated, circles and climbs along an inner circumferential surface of an outer cylinder body(11) by putting the water to be treated in a space through inlets(111a,111b) and jetting air from air supply units(16a,16b). The water to be treated is firstly cooled by reducing the pressures in the space, the lowest decompression chamber(20-1), and an upper decompression chamber(20) through the vortex flow and inflating the water to be treated through aeration and cluster-decomposition. The firstly cooled water is separated from a gas-liquid separating unit(18), and then secondly cooled within the decompression chambers. The secondly cooled water is purified through electrolysis. A generator is driven by gas vortex flow separated from the gas-liquid separating unit. |
