An adaptive bit rate control system depending on a variation rate of an image and a method thereof are provided to realize equal picture quality by deciding a target bit number by considering a change degree of a frame, and improve the picture quality by deciding an appropriate quantization parameter value through estimation according to distribution of actual data. A data input unit(10) receives a previous image and a current image. A discrete cosine transform unit(20) performs discrete cosine transform to the current image. A bit rate controller(50) assigns a target bit number by calculating a change between pictures by using the output data of the data input unit, obtains a shape parameter by using a differential image of a current frame and a previous frame, and decides a quantization parameter correspondingly to the target bit number and the shape parameter. A quantizing unit quantizes the output value of the discrete cosine transform unit according to the bit rate control.
