A public transport charging system using a mobile terminal is provided to increase the convenience of public transport users by judging whether the user of a mobile terminal transfers to another public transport means, based on the location information of the mobile terminal and the location information of public transport means, even thus the user doesn't take any action to receive a transfer discount benefit when the user gets off the present public transport means. A public transport charging system consists of a mobile terminal(100) and a public transport charging management server(400). The mobile terminal comprises a transport card chip, a location information notification unit, and a control part. The control part outputs its own ID information and the financial information of the transport card chip according to a signal inputted from the external, receives location information from the location information notification unit, and outputs a control signal to output it to the external. The public transport charging management server comprises a passenger DB(430), and a map DB(420), and a transfer information DB(410). The public transport charging management server compares the location information received from the location information notification unit of the mobile terminal of a passenger, who is recorded in the passenger DB, with the location information received from a public transport means. If different, the public transport charging management server judges that a transfer standby state has been generated. When a billing generation signal is inputted from the counter of another public transport means in the transfer standby state, the public transport charging management server judges that the passenger has transferred to another public transport means, and determines associated charging.
