A reactor or heat exchanger having improved heat transfer performance is provided to improve productivity by increasing the heat transfer performance in case of the heat exchanger, and suppressing the generation of a hot spot in case of the reactor. A reactor or heat exchanger having improved heat transfer performance includes a first tube and a second tube. The first tube is installed in an area where a thermal medium(6) flows in parallel to an axis of the tube. A first object passes through the first tube. The first object transfers heat with the thermal medium. The second tube is installed in the area where the thermal medium flows in parallel to the axis of the tube. The first object does not flow through the second tube. The flow of the thermal medium is formed at a center of the reactor or heat exchanger, and the second tube is installed at the center.
