A mixed liquid fuel, an apparatus for manufacturing the mixed liquid fuel, and a method for manufacturing the mixed liquid fuel are provided to prevent dust particles from being generated while coal is transferred, by mixing coal and oil to manufacture the mixed liquid fuel. A crusher(11) crushes coal to 150 to 250 mesh sizes. A crush storage unit(12) stores the crushed coal. A first stirrer(13) stirs liquid where the crushed coal, water, and a coagulating agent are inputted and mixed. A first reservoir(17) stores de-ached coal, which is stirred and extracted within the first stir. A second reservoir(18) is directly connected to the crush storage unit to store the crushed coal. A selection valve(19) opens the first reservoir or the second reservoir selectively. A measurer(20) measures the amount of the coal or the de-ached coal supplied through the selection valve. A second stirrer(21) mixes water and oil into the coal or the de-ashed coal supplied from the measurer, and stirs the mixture. An ultrasonic wave processing unit(22) applies ultrasonic waves to the mixture stirred within the second stirrer.
