The device has a folded floating skirt (1) with an upper part floating above a liquid e.g. water, level arranged above a drain hole of a floating reservoir (3). The skirt is immersed deeply under the level by an action on pushers (11, 12) which separate the reservoir and the skirt. The reservoir and the skirt are in a balanced position such that the upper part is found under the level and permits to drain the reservoir via an interior of the skirt. The reservoir is moved to its initial position with respect to the skirt when the pushers are released by an action of a pin (16).
