A water cooling and heating unit is provided to firstly sterilize water through natural cooling and quick cooling, and secondarily sterilize water by using a voltage rod, thereby completely sterilizing water of the water cooling and heating unit. A water cooling and heating unit(A) has a hot water tank(B) and a cold water tank(C). The hot water tank is formed of a first inner container(21) combined with an electric heater(24) for heating water supplied to the inside, and a first outer container(20) placed outside the first inner container for cooling the heated water of the first inner container below 30 degrees by receiving water. A voltage rod(200) is combined with both sides of the first inner container for outputting a voltage of 500 volt to sterilize water of the first inner container. The cold water tank is formed of a second inner container(31) receiving water below 30 degrees from the first inner container of the hot water tank, and a second outer container(30) placed outside the second inner container and having an evaporating pipe(34) of a cooling system(36) for cooling the supplied water by cold air provided from the evaporating pipe to cool water of the second inner container below 4-5 degrees.
