The present invention provides a method for producing an insulin-secreting pre-adipocyte stem cell and the cells derived therefrom by obtaining fat stem cells from a patient; centrifuging and washing the fat stem cells, culturing the fat stem cells and suspending them in media together with an insulin gene; and subjecting the fat stem cells to transfection via electroporation using a precisely controlled low voltage, pulsed, electrical field.
