PROBLEM TO BE SOLVED: To select an optimum terminal in response to a processing request in a comfortable user interface so as to execute processing, without applying an excessive load onto an operator, in a network system connected with the plurality of terminals such as information home appliances. SOLUTION: A communication-destination distributor connected to the network receives information as to a function of an operating terminal and the present state thereof, and information as to a function of an operated terminal and the present state thereof, in response to an operation request from the operating terminal for requesting an operation, and determines the operated terminal for executing the operation from the operating terminal, based thereon.
