PROBLEM TO BE SOLVED: To provide a film that is used for an electronic device and the like and is excellent in low dielectric constant, heat resistance, and mechanical strength, a film-forming composition providing the film, and an electronic device having the film. SOLUTION: The film comprises a polymer of a monomer having a cage type structure (adamantane, biadamantane, diamantane, trimantane, or tetramantane). In Raman spectrometry, the most intense peak is present between 690 and 800 cm<SP>-1</SP>within a Raman shift region ranging from 300 to 3,100 cm<SP>-1</SP>.
