PROBLEM TO BE SOLVED: To provide a dipping surface treatment apparatus capable of suppressing influence of incorporated foreign substances and produced bubbles as much as possible. SOLUTION: The dipping surface treatment apparatus is provided with a stirring means by which at least the upper layer flow of a treating liquid 5 at the workpiece inlet side 3A of a treating vessel 3 is controlled to a forward flow FL1 to the horizontal moving direction of the workpiece and the flow of the the treating solution 5 at the workpiece outlet side 3B is controlled to a counter flow FL2 to the moving direction of the workpiece.
