<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus preventing image defect and so forth caused by charging failure, exposure failure, adhesion of transfer residual toner, and so forth by sufficiently removing weak charged toner. <P>SOLUTION: In the image forming apparatus performing cleaning concurrent with developing, a mode is executed in which the weak charged toner is charged while prohibiting image formation so as to be electrostatically removed. First, a positive polarity voltage of a discharge level higher than the normal is applied to a primary transfer roller 53 via an intermediate transfer belt 51 over the one rotation or more of a photoreceptor drum 1, so that the weak charged toner accumulated on the photoreceptor drum 1 is charged to the positive polarity. Next, a negative polarity voltage in turn having the level not causing discharge is applied to the primary transfer roller 53 so that the toner is electrostatically moved from the photoreceptor drum 1 to the intermediate transfer belt 53.
