PROBLEM TO BE SOLVED: To provide a manufacturing method of a rubber member for a tire capable of reducing the remaining of air in the rubber member in a strip winding method. SOLUTION: The rubber member includes a first inside layer, which is formed by spirally winding a rubber strip up to another reference position in an axial direction from either one of the central position of a winding target or the side edge thereof in the half region between the central position and the outer edge in the axial direction of the tire, and a second layer formed by axially folding the rubber strip from another reference position.
