摘要 <p><P>PROBLEM TO BE SOLVED: To provide an image coding apparatus capable of reducing a code amount while suppressing the deterioration in the image quality. <P>SOLUTION: A motion prediction section 12 of the image coding apparatus carries out motion prediction between images read via an external memory I/F 16. An in-loop processing section 13 codes the images in the unit of a macro block on the basis of the motion prediction by the motion prediction section 12. A DSP section 18 replaces an intra-picture with a prediction coded picture, allows the in-loop processing section 13 to code an effective image region in the picture as an intra macro block and allows the in-loop processing section 13 to code a black image region other than the effective image region in the picture as a prediction coding macro block. Thus, the image coding apparatus can reduce the code amount of a black image region, so as to be capable of reducing the code amount while suppressing the deterioration in the image quality. <P>COPYRIGHT: (C)2007,JPO&INPIT</p>
