<P>PROBLEM TO BE SOLVED: To properly control a flow rate of air supplied to a fuel cell stack in response to an operating condition of a system. <P>SOLUTION: A target net power calculation part 30a calculates target net power TPN requested from an external system. A target air pressure calculation part 30d calculates target pressure TPA of air supplied to a fuel cell based on the calculated target net power TPN.
