RADIO CONTROLLER AND TRANSMISSION POWER CONTROL METHOD

PROBLEM TO BE SOLVED: To provide a radio controller for reducing a control load of the radio controller and a band load between the radio controller and a radio base station while preventing the deterioration of radio quality when line environment changes, and a transmission power control method.

SOLUTION: The radio controller 30 includes a block error detecting part 31 for receiving a data block from the base station 20 and detecting a block error, and a target SIR (Signal to Interference power Ratio) calculating part 32 for calculating a target SIR on the basis a detected block error ratio. The target SIR calculating part 32 sets a first time section between performing error detection and notifying the base station 20 of the target SIR when a block error is detected to be shorter than a second time section between performing error detection and notifying the base station 20 of the target SIR when a block error is not detected.
