PROBLEM TO BE SOLVED: To provide a plasma display panel capable of lowering a sparkover voltage, and to provide its manufacturing method. SOLUTION: This plasma display panel is equipped with an upper panel and a lower panel facing each other through a barrier rib, and is structured so as to have a first protective film containing magnesium oxide, and a second protective film formed on the first protective film and containing a secondary electron emitting substance.
