Provided is a sliding device by which increase of an overlapping area of upper and lower cases can be eliminated even a plurality of torsion coil springs are arranged to increase an urging force. A portable terminal having such sliding device is also provided. The sliding device (4) is provided with a first torsion coil spring (28) and a second torsion coil spring (29) which urge a base section (27) toward a guide section (32) of a guide rail section (26). In a status where the base section (27) is shifted to the side of one end (26A) of the guide rail section (26), both ends of the first and the second torsion coil springs (28, 29) on one side are connected to a third through hole (38) of the base section (27), and the other ends of the first and the second torsion coil springs (28, 29) are separately connected to first and second through holes (33, 34), which are on the guide rail section (26) on the side of the guide section (32) and closer to an opposite end (26C) of the guide rail section (26) than a third through hole (38).
