PROBLEM TO BE SOLVED: To provide a method for determining an operation margin to a given operation limit in a nuclear reactor. SOLUTION: Operation plant data from an online nuclear reactor plant (110) is accessed (210), and in order to generate predicted dependent variable data for showing the given operation limit, a nuclear reactor operation is simulated offline by using operation plant data (220). The predicted dependent variable data are normalized for evaluation using normalized historical dependent variable data from a stored operation cycle of a plant having a plant constitution similar to an online plant (230). A time dependent average bias and a time dependent uncertainty value of the predicted dependent variable data are determined by using the normalized historical dependent variable data (240), (250), to thereby acquire a risk allowable level of the online plant (260). In order to satisfy the risk allowable level of a plant to be evaluated, the operation margin to the given operation limit is determined based on the determined time dependent average bias and time dependent uncertainty value (270).
