PROBLEM TO BE SOLVED: To provide an apparatus, method and program which can detect abnormality of a tire even under unusual conditions such as uneven load on a vehicle or wearing a snow chain only on one wheel. SOLUTION: The apparatus for alarming abnormality in tire air-pressure includes a means of comparing rotational wheel velocities of respective tires FL, FR, RL, RR provided on a vehicle and detecting whether or not rotational speed of only one wheel is lower than those of other wheels by comparing rotational speed of respective tires provided on a vehicle.
