PROBLEM TO BE SOLVED: To recognize location and height of an object existing in a video taken by a video camera installed in a mobile object, and send the recognized information. SOLUTION: An information distributing system has a video input 1 to receive video information taken by a camera, and to store the received video information as a video frame; a location receiver 2 to associate three-dimensional coordinate values for identifying a location where the camera taking the video frame exists, and an angle indicating a direction of the video camera as a location information to the video frame, and store them; a video display unit 3 to display the video frame stored by the video input 1; a video-location indicator 4 to indicate a given area from the video frame displayed by the video display unit 3, an area location output 5 to generate a spatial information indicating the area specified by the video-location indicator 4 with the three-dimensional coordinate values using the location information stored by the location receiver 2, and an information transmitter 6 to send the spatial information generated by the area location output 5 via an information channel.
