PROBLEM TO BE SOLVED: To obtain a flame-retardant polyester resin having slight bleedout, high-temperature processability such as solder processability, etc., and delamination resistance while having an excellent flame retardance and durability and a film using the same. SOLUTION: The flame-retardant polyester resin is obtained by copolymerizing ethylene-2,6-naphthalate as a main repeating unit with a specific phosphonate compound in an amount of 0.1-4 mol.% calculated as a phosphorus element amount based on the total repeating units in the molecular chain of polyester.
