PROBLEM TO BE SOLVED: To suitably move an opening/closing panel not by erroneously presuming fluctuation of a current value in starting opening or ending closing of the opening/closing panel and fluctuation of rotation speed as catch of a foreign matter when the catch of the foreign matter can be presumed at high accuracy utilizing fluctuation in the current value of an electric motor and fluctuation in the rotation speed. SOLUTION: In the controller for the opening/closing panel, a motor current detection part 64 for detecting the current value of the electric motor 50; and a motor rotation detection part 63 for detecting the rotation speed of the motor 50 are provided. When the current value of the electric motor 50 becomes a threshold value or higher for catch presumption and the rotation speed becomes a threshold value for catch detection, it is presumed that the opening/closing panel catches the foreign matter to stop the electric motor 50. The catch presumption is forbidden in the electric motor activation area. When a position of the opening/closing panel is positioned at a terminal end position or near that area, when the current value of the electric motor 50 becomes larger than the threshold value for catch presumption, the electric motor 50 is stopped.
