PROBLEM TO BE SOLVED: To provide a method and a device capable of measuring light emission luminance of a phosphorescence evacuation guiding sign 1 without time difference in the state where external light is blocked, and estimating and operating the light emission luminance after lapse of a prescribed time by short-time measurement. SOLUTION: The light emission luminance of the phosphorescence evacuation guiding sign is measured without time difference by a CCD camera 30, and processing for calculating and storing a mean value of the light emission luminance is performed in a plurality of times. The light emission luminance after lapse of a prescribed time is estimated and operated by a CPU and a control circuit 60 based on the mean value of the light emission luminance in each time measured in the plurality of times and on an attenuation characteristic of the light emission luminance determined beforehand relative to a sample similar to the phosphorescence evacuation guiding sign, and the result of estimation and operation is displayed by a display part 70.
