PROBLEM TO BE SOLVED: To provide a device capable of detecting torque and rotation angle with high accuracy and high resolution, by solving the problems wherein inability of detecting except only relative rotational angle, because of the difficulty in improving the detection accuracy by minimizing the size of magnetization poles or the back lash of a code plate. SOLUTION: The rotation angle and torque detection device, constituted of a target 1 capable of a plurality of rotations magnetized around the outer periphery at uniform intervals in alternating, different polarities; and the magnetic sensor including the detection means 2, arranged on the surface perpendicular to the radial direction of the target 1 by spacing out a certain distance in the radial direction of the target 1, while shifting from the center of the axis of the target displaced by a certain distance.
