PROBLEM TO BE SOLVED: To provide a technique capable of encoding an image with high image quality at a low bit rate.

SOLUTION: This image encoding device is provided with: an image separating unit (102) which separates an input image into a skeleton image and a texture image; a skeleton image encoding unit (104) which encodes the separated skeleton image; a texture image encoding unit (106) which encodes the separated texture image; a parameter adjusting unit (107) which adjusts parameters used to encode the skeleton image and texture image; a parameter encoding unit (108) which encodes the parameters; and a code multiplexing unit (109) which multiplexes the encoded skeleton image, texture image, and parameters.
