PROBLEM TO BE SOLVED: To provide a method of manufacturing a solid-state electrolytic capacitor which can easily manufacture a solid-state electrolytic capacitor having a high breakdown voltage, a high impedance and excellent characteristics, easily, with high productivity. SOLUTION: This method of manufacturing a solid-state electrolytic capacity has a dielectric layer forming process of forming a dielectric layer 12 by oxidizing the surface of an anode 11 made of a valve metal; an applying process of applying a conductive polymer solution containing aπconjugated conductive high polymer and a high conductive agent, and/or alkali in a solvent on the surface of the dielectric layer 12 to form a first conductive polymer layer 13a; and a polymerization process of applying electrolytic polymerization or chemical oxidization polymerization to a precursor monomer of theπconjugated conductive polymer on the surface of the first conductive polymer layer 13a, to form a second conductive polymer layer 13b containing theπconjugated conductive polymer.
