PROBLEM TO BE SOLVED: To properly control the output time of information provided by navigation functions and the other functions. SOLUTION: The in-vehicle terminal apparatus 1 is provided with a virtual machine 101 for requesting the output of a first information, and a navigation part 115 for requesting the outputting of a second information, wherein the time of out putting the first information is planned, by forming a first index showing the amount of the first information based on the formed first index. The second index, indicating the amount of the second information, is formed based on the first index and the second index, the time outputting the first information or the second information are planned. In this case, the time for outputting the first information and the second information is planned so that the accumulated value of the sum of the first index and the second index during a fixed time in the past, and newly requested first index regarding the first information does not exceed the previously determined threshold.
