PROBLEM TO BE SOLVED: To provide an article having a whisker formed thereon which has a large surface area per unit volume and enhancing the electrode efficiency when it is used as an electrode for a capacitor, a manufacturing method of such an article, and an electrochemical capacitor using the article. SOLUTION: The above article is prepared by forming an electroconductive whisker mainly composed of manganese dioxide on the surface of a material substrate which is a metal and/or ceramics including manganese, that is, a metal, ceramics, or a cermet being a complex of them, or on a second substrate prepared by forming a manganese-containing layer on the first material substrate.
