PROBLEM TO BE SOLVED: To suppress magnetic noise of an eddy current flaw tester for inspecting a flat plate of magnetic material and to improve the S/N ratio of an ECT signal. SOLUTION: A detecting coil 5 is arranged so that its normal axis is perpendicular to an inspection surface (flat surface) of a test body 6, and an exciting coil 4 is arranged on it so that normal axis is horizontal to the inspection surface using a permanent magnet 3 as a core. The longitudinal/lateral dimension of the exciting coil 4 is set sufficiently longer than that of the detecting coil 5. The magnetic pole (N/S) of the permanent magnet 3 is turned to the inspection surface, and the magnetization direction of a surface section is made uniform by the magnetic field of the permanent magnet 3.
