A skin beauty device is provided to manage elasticity of a user's skin by exercising a collagen tissue by making a center portion thereof cool and to make the circumference of the center portion hot. The skin beauty device includes a handle(1), a circular body cover(2), a body bracket(3), a rectangular water block(4), plural connection members(5), a refrigerant device(6), a cool ceramic(7), and a circular high frequency ceramic(8). A water passage(4A) is formed inside the water block(4) which is fixed on the body bracket(3). The refrigerant device(6) is adhered to the water block(4). The cool ceramic(7) has a circular connection portion(7A) that is adhered to the refrigerant device(6) and comes into contact with a user's skin. The high frequency ceramic(8) is inserted into the contact portion(7A).
