An insulation panel made with expanded synthetic resins is provided to make construction simple and to use the interior space widely by applying mortar or attaching tiles on the surface of an insulation panel or finishing with paints. The insulation panel made with expanded synthetic resins is manufactured by manufacturing a mortar compound by mixing mortar adhesives and white cement in a weight ratio of 1 to 1.5~2.5 and adding water at 50 volume% and then stirring sufficiently, placing glass fiber reinforcement nets(2) on two sides of an expanded synthetic resin base plate(1), and forming a mortar surface layer(3) to a thickness of approximately 1~2mm by applying the mortar compound on the glass fiber reinforcement nets and drying in a shaded lot. The insulation panel is used for an internal wall of a bathroom, or, a veranda or a living room of a house as a finishing material by attaching tiles with tiling adhesives or mortar, or, painting on the outside of the panel.
