PROBLEM TO BE SOLVED: To provide a device for measuring a cladding rate more suitable for measuring objectively and quantitatively the cladding rate of a cladding layer formed on the surface of a core material. SOLUTION: The device 12 includes an image acquisition means 18 for taking a sectional image on a measuring object member 13 acquired by forming the cladding layer 16 on the surface of the core material 14, a boundary determination means 20 for determining two opposite boundaries of the cladding layer 16 based on a change of a pixel value in the thickness direction of the sectional image, and a cladding rate operation means 22 for calculating the cladding rate of the cladding layer 16 by operating the distance between the boundaries.
