PROBLEM TO BE SOLVED: To transmit a message to a portable telephone by digital broadcasting in a major disaster. SOLUTION: When the major disaster or the like occurs, a digital broadcasting station operates a message registration means for portable telephones, and buries a registered message and a destination portable telephone number in the digital broadcasting partially for broadcasting. The portable telephone receives a digital broadcasting signal, recognizes the occurrence of a communication trouble, searches the telephone number of an own station from the digital broadcasting signal, and acquires the message related to the telephone number of the own station. Further, the digital broadcasting station estimates a scheduled message transmission time from the number of registered messages to create a timetable for distribution. The portable telephone recognizes message distribution time to the own station from the timetable, and controls the activation of a digital broadcasting reception application.
