PROBLEM TO BE SOLVED: To provide a fuel feedstock reformer capable of improving the treatment efficiency in a micronization treatment of a fuel feedstock. SOLUTION: The fuel feedstock reformer is provided in an alternating manner with a plurality of first and second nozzles 2 and 3 which accelerate the pressure-sent fuel feedstock; a plurality of freely rotatable first and second rotors 4 and 5 which have their respective rotor faces 4a and 5a faced toward the nozzles and against which the fuel feedstock collides, the rotors being obliquely pierced by their respective first and second slits 6 and 7 which are positioned on the outer circumference of each rotor face and enable the rotors to be rotated by the passing fuel feedstock while allowing the rotation to exert a shear force on the flow of the fuel feedstock to form a swirl and micronizing the fuel feedstock; and a mixing chamber 9 which is positioned downstream along the direction of the flow of the fuel feedstock through the nozzles and the rotors provided in an alternating manner and has a concavely curved wall 8 against which the fuel feedstock flowing as the swirl collides and inside which the fuel feedstock is mixed under agitation in a laminar state.
