PROBLEM TO BE SOLVED: To provide an oil-in-water type solid cosmetic which gives a fresh and smooth sense of use, has excellent solid stability, and is excellent in functions such as high UV ray-preventing effects. SOLUTION: This oil-in-water type solid cosmetic comprises (1) a specific amphoteric surfactant and/or a semi-polar surfactant, (2) a higher fatty acid, (3) carrageenan, and (4) a UV ray absorbent.
