PROBLEM TO BE SOLVED: To develop a constitution to lower a spare tire, which is suitable for a vehicle transportation car, by making the most of an elevating device 100 of a bumper 14. SOLUTION: A bumper device 10 is constituted of the bumper 14 and the elevating device 100. The elevating device 100 has a bumper driving part 11, a reverse preventing mechanism part 12 and a power part 13. The bumper driving part 11 is constituted of an oscillating arm 15, a bumper arm 16, an auxiliary connecting member 17 and a fixture 18 to substantially form a parallel link.
