<P>PROBLEM TO BE SOLVED: To provide an EL panel which fully exhibits a light emission characteristic intrinsic to the EL element and maintains a stable light emission characteristic. <P>SOLUTION: The EL panel 10 of a preferable embodiment has a structure of a substrate 2, an EL element 4, a passivation film 5 provided on the upper surface, a protective layer 6 covering the EL element 4, and a sealing plate 8 in this order.
