<P>PROBLEM TO BE SOLVED: To effectively detect important information on a movable body at high speed from a picture of a vehicle-mounted camera. <P>SOLUTION: A picture photographed with a camera 5 is inputted as an analog signal to a picture signal input portion 6, is converted to a digital signal and is memorized in a first image memory 7 and a second image memory 8. The memorized picture signal is inputted to a variance region extraction portion 9, and a variance region is extracted by difference detection. A distance information conversion portion 13 refers to a road distance map and obtains distance information of each variance region.
