PROBLEM TO BE SOLVED: To provide a deterioration determining device and a deterioration determining method, capable of early and properly determining the deterioration of a device to be measured. SOLUTION: The deterioration determining device 100 comprises a waveform measuring section 11 for measuring the outputs of a power supply unit 200, and a determining section 12 for determining the deterioration of the power supply unit 200, and the determination section 12 determines the deterioration of the power supply unit 200, based on the tendency of the output voltage from turn-on of the power supply unit 200, until the output of the unit 200 reaches a predetermined value in the output voltage of the power supply unit 200.
