A network interconnection system and method with separated control and bearing include the Radio Access Network and the Core Network. The Radio Access Network includes the base station element, the base station controller BSC; the BSC is set to separate the controlling and the bearing, which includes the RAN-Server and the Radio Gateway; the RAN-Server has the control-side functions of the RNC and the switch control function between the wire access and the radio access for supporting the switch control between the wire access and radio access; the Radio Gateway has the user-side functions of the RNC and has the multi-to-multi connection relationship with e base station element. The system of present invention implements the smooth evolution of the current UTRAN infrastructure, simplifies the design of each entity and brings benefit to the network organization by separating the controlling and bearing, coupling closely or loosely to the OAM network and reusing the standard Iu/Iur interface so far as possible.
