The system of present invention implements the smooth evolution of the current UTRAN infrastructure, simplifies the design of each entity and brings benefit to the network organization by separating the controlling and bearing, coupling closely or loosely to the OAM network and reusing the standard Iu/Iur interface so far as possible.</p>
