PROBLEM TO BE SOLVED: To shorten time until connection is released after a user requests interruption. SOLUTION: After a packet connection procedure is started, smreg-PDP-deactivate. req is transmitted from a packet transmission interruption request part 102 to a packet transmission interruption request detection part 203. When the packet transmission interruption request detection part 203 receives the smreg-PDP-deactivate. req, a connection state detection part 204 acquires information on a connection state between a network establishment part 210 and a network 300. If a point of acquiring the information on the connection state is before a SECURITY MODE COMMAND is transmitted from the network 300 to a packet connection establishment part 212 of an MTF 200, a packet transmission interruption request processing part 205 omits a standby state and instantaneously transmits an instruction that the packet connection procedure is interrupted to the network connection establishment part 210.
