PROBLEM TO BE SOLVED: To maintain durability against data loss, and to effectively use the memory capacity of a whole system even when memory capacities of network devices configuring this system are not uniform. SOLUTION: Providers P are respectively provided with different memory capacities, and a memory status report is periodically distributed from the providers P to a network NW, and the memory using circumstances of the providers P are grasped by the providers P and a requester R. In the case of storing a file C in the distributed shared memory 1 of the providers P, the requester R distributes an empty slot notification request to the providers P, and when receiving a slot notification response from the providers P, the requester R transmits the file C to the distributed shared memory 1 of the providers P which has distributed the slot notification response. Thus, it is possible to uniform the number of duplication of the operation setting information of each network device even in the case of a network device having no memory such as the requester R or a network device having a small memory.
