PROBLEM TO BE SOLVED: To easily, inexpensively and quickly achieve the setting of a device controller without adopting any setting method by the manual operation of an operator or any setting method for connection to a server. SOLUTION: A device controller is provided with a configuration description information driver 14 for storing a self-configuration description file and a distributed shared memory 13 for storing the configuration description file of the other device controller. When newly participating in a network NW, a storage control part 12 transmits a file transfer request with its own ID to other device controller, and stores the configuration description file from the other device controller in the configuration description information driver 14. A field bus monitoring/control part 17 and field bus interfaces 18A, 18B and 18C control the devices of the field buses A, B and C by referring to the configuration description file.
