PROBLEM TO BE SOLVED: To provide a segment-chip-type grinding wheel which performs stable grinding operation even in a long-period of grinding operation by preventing chipping or peeling of the segment chip due to the deterioration of an adhesive agent, and also to provide its manufacturing method. SOLUTION: The grinding wheel is equipped with the segment chips 22 on the outer peripheral surface of a disk-shaped core part 21 or the peripheral edge end surface part of a cup-shaped base metal. The grinding wheel is characterized in that the segment chips 22 are mainly composed of abrasive grains and a vitrified bonding agent, a coated layer 25 composed of an inorganic material is formed over the segment chip 22, and the coated layer 25 is adhered with the outer peripheral surface of the disk-shaped core part 21 or the peripheral edge end surface of the cup-shaped base metal by the adhesive agent 26.
