PROBLEM TO BE SOLVED: To provide a heat-resisting filter material capable of filtering dust contained in a high-temperature exhaust gas discharged from a refuse incinerator, a coal boiler, a metal melting furnace or the like at a high collecting efficiency, and to provide its manufacturing method. SOLUTION: The heat-resisting filter material is constituted by containing polyphylene sulfide fibers made of at least extended threads as heat-resisting organic fibers and a textile structural body 2 in non-woven fibers 1a, 1b containing heat-resisting organic fibers and glass fibers. The manufacturing method comprises a blending step of making the heat-resisting fibers of 25-75 wt.% and the glass fibers of 25-75 wt.% overlie a lattice of a fixed area and of blending them by an opening device and a roller card/needle punch step of preparing a web by paralleling a fiber direction to a fixed direction by a roller card and folding it so as to be in the range of a basis fiber of 125-400 g/m<SP>2</SP>and of combining the obtained web of the non-woven fibers 1a, 1b with the textile 2 made of the heat-resisting fiber, and needle punch treating in a thickness direction.
