Provided are a communication quality measurement device, a communication quality measurement method and a communication quality measurement program, which can improve the reliability and precision of the measurement result of a transmission line and which can facilitate the comparison between the result obtained at a time and the result at a different time and the comparison between a flow and another flow. The communication quality measurement device comprises a quality measurement unit (734) for measuring the communication quality of a transmission line on the basis of data to be transmitted on the transmission line, an observation time calculating unit (738) for calculating a time interval to retain the observation time of the quality measurement unit (734), and a measurement trigger unit (736) for starting the measurement by the quality measurement unit (734) at the time interval calculated by the observation time calculating unit (738). The observation time is the time period, which is required for that the communication quality to be measured by the quality measurement unit (734) is kept at a set measurement precision.
