PROBLEM TO BE SOLVED: To select a communication system with an optimal communication environment as occasion demands. SOLUTION: A communication state is monitored by a monitor means 12 and when the communication state becomes worse, a communicable communication system different from a communication system in operation is selected by a communication system selection means 13, so that the communication system is appropriately changed into a communication system with an optimal communication environment to continue communication.
