PROBLEM TO BE SOLVED: To improve a call completion rate even when originated calls from telephone sets are concentrated in disaster or the like. SOLUTION: The present invention relates to a telephone connection method executing the steps of: receiving preferential connection information indicating a calling source telephone number and a called destination telephone number of an originated call to be preferentially connected in a connection control apparatus 3; storing the received preferential connection information in a storage section; accepting call origination from a telephone set 2; and preferentially connecting the call origination from the telephone set 2 when the call origination is destined for an area to regulate connection and is indicated in the preferential connection information.
