PROBLEM TO BE SOLVED: To provide a toner for electrostatic charge image development that can stably obtain a print high in image quality even under a high temperature and high humidity environment, and to provide a method for manufacturing the toner. SOLUTION: The method for manufacturing the toner includes: a step (A) of dispersing a liquid (oil phase) containing a polymerizable monomer for a core in an aqueous dispersion medium to produce liquid drops containing the polymerizable monomer for a core (the liquid drops which are finally to be color resin particles); a step (B) of polymerizing the liquid drops in the aqueous dispersion medium to produce core particles; and a step (C) of adding a polymerizable monomer for a shell layer containing a styrene sulfonic acid ester compound expressed by formula (1) and polymerizing to form a shell layer, wherein each of R<SP>1</SP>and R<SP>2</SP>independently represents a substituent selected from a hydrogen atom, an alkyl group and an alkenyl group, and R<SP>3</SP>represents an alkyl group or an alkenyl group.
